China approved more cosmetic ingredients in three years than seventeen

For nearly two decades, the Chinese beauty market operated under a rigid approval system that stifled innovation. Between 2004 and 2021, only 14 new cosmetic ingredients were officially approved for use. This bottleneck meant that local brands struggled to compete with established global giants, as the process for vetting a single new molecule could stretch on for years.
