An ordinary diplomatic meeting in Tokyo became the fictional basis for a notorious forgery that convinced the world Japan had a secret master plan for global conquest.
Prime Minister Tanaka Giichi convened an eleven-day conference in 1927 to discuss Japan's strategic interests in China. While the meeting was a standard diplomatic session, a document later surfaced known as the Tanaka Memorial. It claimed to be a secret blueprint for the Japanese Empire to conquer Asia and eventually the entire world.
